What the BEI says happened

The Québec police watchdog describes a preliminary sequence supplied to investigators—not a completed reconstruction.

Calls from the bridge

Multiple 911 calls reportedly concern a collision and gunshots. A person is alleged to have seriously injured a witness and left in another vehicle.

Pursuit begins

The Sûreté du Québec reportedly locates the person on Autoroute 20 and initiates a pursuit. Police attempt a spike-strip stop.

Perimeter and tactical response

The vehicle stops on Route 132 in Lévis. Three police services establish a perimeter and the SQ tactical intervention group is deployed.

A death under investigation

The person is found unconscious in the vehicle and pronounced dead. Seven BEI investigators examine the intervention.

Each faces three counts of criminal negligence causing death and two of criminal negligence causing bodily harm. Charges are allegations, not convictions.

Police pursuit itself can become a public-safety hazard.

The institutional lesson is not “never pursue.” It is that escalation is an action with consequences and must be examined as rigorously as the conduct used to justify it.
